Why didn't Welker start the game?

Last week, Wes Welker was in the headlines because he didn't get the snaps he's used to, he didn't get the targets he's used to, and he didn't get the catches he's used to.

In Week 2, he got more targets and receptions, but he didn't start the game. Welker says he's healthy, and it's pretty safe to say he's more skilled than Julien Edelman, the guy who replaced him in the starting lineup.
