FOXBORO -- On what Bill Belichick termed the "first big full day" of their preparation for the Tennessee Titans, veteran offensive lineman Brian Waters was not present.
His jersey number -- No. 54 -- was worn by rookie linebacker Dont'a Hightower on Monday. However, Waters' locker still remained intact inside the Patriots locker room prior to the practice.
Before hitting the field, Belichick addressed the media, saying that Waters is still not on New England's roster.

"He's not on the roster," said Belichick. "He's either an active player or he's not an active player. And he's not an active player. He's not on the roster.
"I really don't have any more to add to the situation."
