In past years the Boston Celtics topped NBA.com's annual GM Survey as favorites to win their division, conference, and received votes to capture the NBA championship. This season the results are different as the team enters a rebuilding phase, but their offseason moves were not overlooked by league executives.

In a poll of 30 general managers (the GMs could not vote for their own team or personnel), the Celtics emerged as winners on Draft Night in which they acquired Kelly Olynyk from the Dallas Mavericks at the 13th pick. Olynyk was voted the biggest steal at his draft selection with 27.6 percent of the votes. He also ranked fifth in voting for the rookie who will be the best player in five years (6.7 percent).

Kelly Olynyk wasn’t the only Celtic drawing votes. Rajon Rondo tied Ricky Rubio for second as the best passer (16.7 percent) and tied Kobe Bryant for fifth in best basketball IQ (6.7 percent). Avery Bradley tied for fourth in voting for the best perimeter defender in the NBA (6.7 percent)

The Celtics received votes for best overall offseason move. Their trade that sent Paul Pierce and Kevin Garnett to the Brooklyn Nets tied the Andre Iguodala trade for first in most surprising move of the offseason (21.4 percent). The trade of Doc Rivers to the Los Angeles Clippers tied for fifth with the Jrue Holiday deal (7.1 percent).

In playoff voting, the GMs chose the Miami Heat as favorites to win the 2014 NBA Finals with a commanding 75.9 percent. The San Antonio Spurs were voted to emerge from the Western Conference.
